PROJECT DESCRIPTION
Prepare roadway and drainage design plans for resurfacing SR 582 / E Fowler Avenue, an urban principal arterial state highway in Hillsborough County, from west of the Tampa Bypass Canal to US 301. The project also included project management, temporary traffic control, and 3D modeling.
PROJECT PURPOSE
Rehabilitate the SR 582 (E Fowler Avenue) asphalt pavement to extend the roadway’s service life. SR 582 was last resurfaced in 2001. Two decades later, the roadway condition was fair to poor.
The project also included adding a new sidewalk along both sides of SR 582 throughout the project corridor to connect the sidewalk along US 301 to the trail along the west side of the Tampa Bypass Canal.

ENHANCED PEDESTRIAN SAFETY
One project challenge was to design a safe pedestrian path across the Tampa Bypass Canal bridge. The Bayer United team recommended and obtained FDOT approval to add a new, permanent concrete traffic railing to separate pedestrians from traffic as they crossed the bridge.
INCORPORATE NEW SAFETY ENHANCEMENTS NEAR PROJECT COMPLETION
Toward the end of the project, FDOT Traffic Operations asked us to extend an existing acceleration merge lane to the next side street and create a drop lane. The existing acceleration lane did not meet standards and had a crash history. We added resources to the project to incorporate the new improvements and complete the project on time.
